Symptoms

After executed DBMS_AUTO_TASK_IMMEDIATE.GATHER_OPTIMIZER_STATS,But the statistics of all the tables and partition tables were not collected. And find there is a new job named ORA$AT_OS_MANUAL_* created which with state "SCHEDULED".

 Meanwhile the job_queue_processes = 0 in database parameter.
