Wrong Results from Query on View Even After Applying 32639432 Fix

Symptoms
Query on view which was working earlier (19.10 in this case) returns no output after applying the 19.11 DBRU patch.
Same issue was seen even after applying the 19.12 DBRU patch.
Applying <Patch 32639432> from Bug 32177819 - Wrong result when using left outer join that uses a subquery (Doc ID 32177819.8), also does not help.
However, expected results are shown when the below workaround is used to disable the simple view merging:
alter session set "_simple_view_merging"=false;
