CREATE PLUGGABLE DATABASE .... MOVE Reverted To Copy

Using the command CREATE PLUGGABLE DATABASE .... MOVE and watching the free space value under asmcmd lsdg,
you notice that during the MOVE , space was used and then relinquished back to the Disk Group
This is not a MOVE but rather a COPY/DELETE and the main question is why is a CREATE PLUGGABLE DATABASE ... MOVE taking space.
