bdarestorenode.sh Fails with "Activating CDH parcel timed out" when Migrating OL6 to OL7 (Doc ID 2811783.1)

Symptoms

The bdarestorenode.sh script, run as part of the OL6 to OL7 migration, fails due to a timeout while deploying the OL7 version of the parcels.
This is being run as per the instructions in: Upgrading OL6 to OL7 as per the steps in the BDA Owner's Guide, section "10.8 Migrating from Oracle Linux 6 to Oracle Linux 7".

3. The required parcels can be manually installed in CM and the roles restarted, but the script continues to fail with the "timed out" message.
