bdarestorenode.sh Fails with "Activating CDH parcel timed out" when Migrating OL6 to OL7

Symptoms

The bdarestorenode.sh script, run as part of the OL6 to OL7 migration, fails due to a timeout while deploying the OL7 version of the parcels.
This is being run as per the instructions in: Upgrading OL6 to OL7 as per the steps in the BDA Owner's Guide, section "10.8 Migrating from Oracle Linux 6 to Oracle Linux 7".
