Symptoms

One may see below error after upgrading database to 19c if using Advanced Queue custom applications:

ORA-00604: error occurred at recursive SQL level 1
ORA-01031: insufficient privileges
ORA-06512: at "SYS.DBMS_AQJMS_INTERNAL", line 46
ORA-06512: at "SYS.DBMS_AQJMS", line 456
