CLSRSC-546 Occurs When Running "rootcrs.bat -prepatch" on Windows 19c RAC (Doc ID 2813363.1)

"rootcrs.bat -prepatch" fails with CLSRSC-546 on Windows 19c RAC.

From crs prepatch log as following, we can see that the daemons were successfully stoppped by "crsctl stop crs -f".

However, after stopping daemons, it tried to "Finding running GI processes" at about every 10 seconds.

After tried for about 6 minutes (36 times), if there are still active PIDS, CLSRSC-546 will occur.

Run "rootcrs.bat -prepatch" on Windows 19c RAC.
