Symptoms

The DBMS_XSLPROCESSOR package body is invalid the 19.11 database. The XDB component was VALID until utlrp.sql is run which invalidated it.
Creating a new DB in the same ORACLE_HOME resulted in the package body returning the error immediately after trying to compile the body.

Error: PLS-00753: malformed or corrupted wrapped unit
