Autoupgrade fails with error "SP2-1519: Unable to write to the error log table SYS.REGISTRY$ERROR" (Doc ID 2813571.1)

Symptoms

 During DB upgrade to 19c using autoupgrade, following error is faced -

2021-08-14 01:41:56.678 ERROR
DATABASE NAME: dev1-CDB$ROOT
CAUSE: ERROR at Line 854951 in [/u01/app/19c/autoupgrade/dev1/100/dbupgrade/catupgrd20210814010437cdbroot0.log]
REASON: ORA-03113: end-of-file on communication channel
ACTION: [MANUAL]
DETAILS: 03113, 00000, "end-of-file on communication channel"
// *Cause: The connection between Client and Server process was broken.
// *Action: There was a communication error that requires further investigation.
// First, check for network problems and review the SQL*Net setup.
// Also, look in the alert.log file for any errors. Finally, test to
// see whether the server process is dead and whether a trace file
// was generated at failure time.
