12.1 upgrade to 19c: DBMS_AUDIT_MGMT.SET_AUDIT_TRAIL_LOCATION does not move AUD$UNIFIED table to a different tablespace

Symptoms
After upgrading your Database from 12.1 to 19.11, you may find you cannot change your AUDIT_TRAIL to a new location.
The data continues to be written to the default SYSAUX.
In other words, the DBMS_AUDIT_MGMT.SET_AUDIT_TRAIL_LOCATION does not work to change the default tablespace used for storing audit data.
This was working fine in 12.1.0.2 but after upgrading, it no longer works.
You are also using Pure Unified Auditing.
You change the PARTITION_INTERVAL to 1 day for testing, but even after waiting several days (after the 30 day default time) this still fails to move.
Here are some steps to show / test this -->

Create a tablespace called SYSTEM_UNIFIED_AUDIT and move / set the audit trail location to this user space:
