Dashboard Is Blank After Upgrade (Doc ID 2821220.1)

Symptoms

 After upgrading MEM, the dashboard is blank.

The browser's debug log contains an error like:

Could not load content for https://<domain>/web/resources/js/libs/4.2.0/webcomponents/custom-elements.min.js.map: HTTP error: status code 404, net::ERR_HTTP_RESPONSE_CODE_FAILURE
