Queue Table Ownership not Falling back to the Primary Instance

Symptoms
Queue table has primary_instance = 6 and secondary_instance = 7, but its owner_instance remains = 10 even after primary instance (6) is up and running:
ORA-27476: A database object was specified that does not exist.
The expected behavior is that once the primary instance is up in a RAC environment, queue ownership should fall back to the primary instance instead of getting ORA-27476 during re-partitioning.
