Flashback query fails with ORA-01555 for "Query Duration=0" on Oracle Database 19c (Doc ID 2827817.1)

Symptoms

Flashback Query fails with ORA-01555 for "Query Duration=0" after upgrade to Oracle Database 19c. The same flashback query worked on previous Oracle Database releases.

-Disabling AUTOEXTEND for undo datafiles has no effect.
-Setting UNDO_RETENTION to 0 has no effect.
-Enabling RETENTION GUARANTEE with a high UNDO_RETENTION has no effect.
-Analyzing the tables used by flashback query does not show any index or lob corrpution. Rebuilding indexes does not fix the issue.

Changes

 Oracle Database upgrade to 19c. The problem manifests starting with Oracle Database 19c.
