Slow performance with connections that go idle for longer periods of time and are using older style DCD. (Doc ID 2832915.1)

Requires idle connection.
Reproduces from 12.1.0.2 till 19.12 where the fix is included.
Requires USE_NS_PROBES_FOR_DCD=TRUE to be set in the server side SQLNET.ORA file

Symptoms

Issue typically presents as a slow performing or hang on a pre existing connection.
Issue initially reported as a connection waiting 10 minutes to continue after having been idle for 24 hours.
The connection and tracing will indicate that a large idle time was spent before the hang takes place.
The other major requirement is DCD being turned on and the USE_NS_PROBES_FOR_DCD to be set to true on the database side SQLNET.ORA file.
