ODBC:DAO Application Fails With "The connection string is too long" While Long Password Used In 19c (Doc ID 2835837.1)

Symptoms

DAO Application using  ODBC driver to connect the Oracle Database. In the connection string if we specify the password is more than 15 charactor length then application raising "DAO.Database: The connection string is too long." error

"DSN=<OracleDSN>;UID=<DBUser>;PWD=<Less then 5 Charater>;"     = > Works
"DSN=<OracleDSN>;UID=<DBUser>;PWD=<Grater then 15 Charater>;" => Fails
