Symptoms
Data Guard Environment
----------------------
Primary and standby are RAC with FarSYNC enabled.
Primary (4 Node RAC) ------> FarSync -------> Physical Standby (4 Node RAC)
Primary node 3 and node 4 was shutdown. Switchover verify via DGMGRL and SQL was failing with 'ORA-16467: switchover
target is not synchronized ' though standby was in SYNC and no errors reported on DGMGRL>show configuration;
