datapatch fails with Error:"Existing value of description in descriptor found in the patch_descriptor column in the SQL registry in PDB CDB$ROOT does not match new value of description in the SQL registry in PDB" (Doc ID 2840200.1)

Symptoms

 datapatch fails with error:

Error: prereq checks failed!patch 33139230: Existing value of description (DATABASE UPGRADE FROM 12.1.0.2 TO 19.11 SEEING ORA-00600 INTERNAL ERROR CODE, ARGUMENTS [KQLDTAU AQ IOT CANT HAVE DEFERRED SEGMENT], [DEL], [3105710]) in descriptor found in the patch_descriptor column in the SQL registry in PDB CDB$ROOT does not match new value of description (DATABASE UPGRADE FROM 12.1.0.2 TO 19.11 SEEING ORA-00600 INTERNAL ERROR CODE, ARGUMENTS [KQLDTAU ) in the SQL registry in PDB ORCLPDB
Prereq check failed, exiting without installing any patches.

 Applicable when OOP is used.

Changes

Patched from  19.10 to 19.13 DB RU using OOP Patching, which was successful.

Later needs to rollback and database now started from 19.10 DB RU Oracle Home and then executed datapatch.
