RMAN Backup is Slow after 19.11 Release Update (Doc ID 2846457.1)

Symptoms

After applying the Oracle Database 19.11 Release Update the RMAN backups are running very slow. 

One such reported that the RMAN backup was running for 12 hours before the 19.11 release update.  The same backup, under 19.11, started to take over 30 hours.   

Changes

The Oracle Database Release update 19.11 was installed.
