Data Guard Switchover initiated from Broker reports error ORA-16662 after 20 minutes.
Role Reversal completes, but New Primary stuck in Mount Mode.

For Example :-

Original Primary becomes Standby and gets restarted successfully.

Original Standby becomes Primary, but stays in Mount mode.

Manually issuing 'alter database open' at the New Primary works.

Subsequent switchover after recreating the Broker Configuration is successful.
