Symptoms

A large ANSI join statement, which completed in a small number of minutes in a previous version of Oracle Database, now requires hours to complete.

Setting OPTIMIZER_FEATURES_ENABLE, at the session level, to the value of the previous version does not help, nor does gathering fresh, optimizer statistics.

Changes

 You have recently upgraded to a minimum of Oracle Database 19c.
