Goal

CREATE TABLE AS SELECT (CTAS) over a dblink between databases with different
multibyte character sets can result in a table definition which has column lengths
either 3 times the size of the original table definition.
This is correct behaviour but there are cases where the new (correct) behaviour
is undesirable.
