Symptoms

When using SDO_UTIL.SIMPLIFY on a geometry that covers a large area, the resulting geometry does not retain the same position of the original geometry. Polygons in the resulting geometry appear to be moving in a horizontal direction. Even when simplifying with a very low threshold so that no vertices are removed, the position still changes.
