Symptoms
Active image version: 21.2.6.0.0.211117.1
Incorrect cpuCount on Eighth rack(Eighthrack=TRUE) with ESS 21.2.6.0.0.
It will return to correct value when exadata-capacity-on-demand.service is restarted, but it will be incorrect again when the OS is restarted.
