Symptoms
On 19c a statement with a complex CASE clause cause the session to allocate huge amounts of PGA, exhausting all the server memory.
This is happening in parse phase even before oracle check the objects referenced in the statement.
Long parse time queries and deeply nested queries is causing high memory consumption or ORA-04030 error .
