You are upgrading EBS database to multitenant using EBS DOC 2552181.1 or similar.

PDB is not created yet.

Step 4 Check for PDB violations

You are running pdb_plug_in_violations against the XML (metadata file).

To remove ODM from dba_registry, see referenced MOS DOCs below.

Even after removing ODM, you still get:

PDB installed version <<<version number>>> CDB installed version NULL.
