PostgreSQL Database Hangs when shutdown without stopping Goldengate Extract (Doc ID 2857963.1)

Symptoms

When we try to bring the PostgreSQL database down( when the extract is running) using the
pg_ctl stop command it is hanging and will not get the db down.
The pg_ctl stop is using the default option -mfast.

The Ogg version is 21.3.0.0.0 and the Postgresql db is 13.4.

If Goldengate extracts are not running then the database gets stopped without issues.
