Symptoms
When clicking "Swap" button on GUI "High Availability" page, the role of primary and secondly seems to be changed successfully on Web page.
However, the role is not changed in fact and the role is changed back after reloading a page.
Also, the same issue is occured when using avcli instad of WEB GUI.
