Receiving [FATAL] [INS-75001] During Install Of Oracle GG MA 21.3 for PostgreSQL (Doc ID 2860887.1)

Symptoms

While trying to  install Oracle GoldenGate 21.3.0.0.0 Microservices for PostgreSQL on Linux x86-64 using silent installation (using response file ) but receiving

SEVERE: [FATAL] [INS-75022] Install option was not specified.
  ACTION: Select a valid install option for the target database.
When INSTALL_OPTION= is kept null , as we need it only for Postgres .
When providing Option INSTALL_OPTION=ORA21c and retrying receiving:

SEVERE: [FATAL] [INS-75001] Install option Oracle GoldenGate for Oracle Database 21c and lower supported versions is not available.
  CAUSE: Option Oracle GoldenGate for Oracle Database 21c and lower supported versions is disabled.
  ACTION: Choose a different install option that is enabled.
When providing Option INSTALL_OPTION=ORA19c receiving:

SEVERE: [FATAL] [INS-75001] Install option Oracle GoldenGate for Oracle Database 19c is not available.
  CAUSE: Option Oracle GoldenGate for Oracle Database 19c is disabled.
  ACTION: Choose a different install option that is enabled.
INFO: Advice is ABORT
