Symptoms

Upgrade to 19c using DBUA fails with below error-

** Database xxxx has not been upgraded. **
Unexpected error encountered in catctlMain; Error Stack Below; exiting
Died at /u01/app/oracle/19c/rdbms/admin/catctl.pl line 9188.
