Oracle 19.14 Merge Patch Is Hanging Integrated Extract (Doc ID 2861272.1)

Goal

After applying the database patch 33863451 on top of 19.14 Patch, the GoldenGate integrated extract hangs.The v$goldengate_capture shows extract is "waiting for transaction" but never moves forward even when transactions occur.

Also, alert log shows logminer is running, but stuck mining a logfile:
