MRP Start is Very Slow. (Doc ID 2866667.1)

MRP process takes more than 30 mins to start , does not matter if it is MRP process restart or the database restart.

Below messages can be seen in the Alert log of the Standby DB

Background MRP initialization phase wait timeout
Background Managed Standby Recovery process not detected
