Failed To Open TDE Wallet Before Upgrade To 19c from 11g (Doc ID 2866669.1)

Copied the Wallet and SQLNET.ORA from 11g home to 19c, but before start of DBUA to 19c, the wallet is not open due to error "failed to open wallet".

Using the same SQLNET.ORA of 11g home, it works fine.

Note: The 19c database is opened in upgrade mode but when querying the "select * from v$encryption_wallet;", the wallet given a closed status.
