Common Users Are Not Being Created in PDBs (Doc ID 2867094.1)

Symptoms

A common user C##<name> is created in the CDB using the statement below. The common user does not show up in any PDB as it should. When querying CDB_USERS from the CDB, or querying DBA_USERS from the PDB, no rows for common user names are returned for any of the PDBs.


A 10046 trace of the user creation does not show any errors.
