Database Patch Install Fails with: ORA-37002, ORA-12663, ORA-36961, ORA-36961: Oracle OLAP is not available (Doc ID 2867972.1)

Oracle OLAP - Version 12.1.0.2 and later
Oracle Database - Enterprise Edition - Version 12.1.0.2 and later

Symptoms

1 )If some parts of OLAP are installed but not configured properly, and the SYS AWs are missing:
datapatch -apply <patch number> -force -verbose fails with:

Error at line 129896: ORA-37002: Oracle OLAP failed to initialize. Please contact Oracle OLAP
Error at line 129898: ORA-33262: Analytic workspace EXPRESS does not exist.

2) If OLAP is disabled at the binary level:
datapatch -apply <patch number> -force -verbose fail with:

Error at line 131058: ORA-29400: data cartridge error
Error at line 131059: ORA-12663: Services required by client not available on the server
Error at line 131060: ORA-36961: Oracle OLAP is not available

3)OLAP is enabled at binary (ORALCE_HOME) level using chopt tool.
OLAP is valid in dba_registry but these 2 compoents are missing:

JServer JAVA Virtual Machine VALID 12.1.0.2
Oracle XDK VALID 12.1.0.2

datapatch -apply <patch number> -force -verbose fail with:
call dbms_java.loadjava('-force -resolve -grant PUBLIC -synonym olap/api/lib/awxml.jar');
call dbms_java.loadjava('-force -resolve -grant PUBLIC -synonym olap/api/lib/awxml.jar')
*
ERROR at line 1:
ORA-06576: not a valid function or procedure name
