Golden Gate Manager Not Starting In Windows : Error :-ERROR: Could not start Service (error 1,053) (Doc ID 2870541.1)

Symptoms

On : 19.1.0.0.4 version, 1 - Oracle DB backend

Goldengate manager not starting in Windows.

As a part of oracle database upgrade from version 11gR2 to 19c, OGG was upgraded too from version 12.2 to version 19.1.
Configured the manager to use a different name (GGSMGR19) by specifying that value for MGRSERVNAME in GLOBALS file.
But manager process doesn't start.


Error is as below :
