RMAN Creates Full Database Backup in $ORACLE_HOME\dbs Even though Format Clause is Specified (Doc ID 2870669.1)

Database name: ORCL

Backup directory /u01/backup

Rman is creating two backupset for same set of datafiles. No Duplex or Copies specified in script or Rman configuration.
One Backupset is created in the location specified in Format Clause and other copy is getting created under $ORACLE_HOME/dbs .
Both backupset are created with same TAG.
