DBA_HIST_SYSMETRIC_SUMMARY Returning No Rows At PDB Level (Doc ID 2871248.1)

Symptoms

Not working in Oracle Release 19.14.0.0.0 (valid for any other versions starting with 12.2)

sqlplus / as sysdba
SQL> select count(*) from DBA_HIST_SYSMETRIC_SUMMARY;

  COUNT(*)
----------
  29302

SQL> show pdbs;

  CON_ID CON_NAME OPEN MODE RESTRICTED
---------- ------------------------------ ---------- ----------
  2 PDB$SEED READ ONLY NO
  4 PDB_TEST READ WRITE NO


SQL> alter session set container=PDB_TEST;

Session altered.

SQL> select count(*) from DBA_HIST_SYSMETRIC_SUMMARY;

  COUNT(*)
----------
  0

------------------------------

------------------------------
Working fine in Oracle Release 12.1.0.2.0


sqlplus / as sysdba
SQL> select count(*) from DBA_HIST_SYSMETRIC_SUMMARY;

  COUNT(*)
----------
  30429

SQL> show pdbs;

  CON_ID CON_NAME OPEN MODE RESTRICTED
---------- ------------------------------ ---------- ----------
  2 PDB$SEED READ ONLY NO
  3 PDB_TEST READ WRITE NO


SQL> alter session set container=PDB_TEST;
