19c Data Pump Fails with "Stopped due to Fatal Error" Message After Upgrading to 19c Using the DBMS_ROLLING Package (Doc ID 2872191.1)

Symptoms

After upgrading to Oracle RDBMS 19c using the DBMS_ROLLING package (to do a rolling upgrade), Data Pump fails with a message similar to the following:

If the database was upgraded in a non-rolling fashion, then there is no error. Analysis of tracing for the Data Pump session reveals that the fatal statement is

ALTER SESSION ENABLE PARALLEL DML

The error that this statement receives is:

ORA-12841: Cannot alter the session parallel DML state within a transaction
