8.0.29, 8.0.30: MySQL Client Doesn't Prompt for Password if ~/.my.cnf is Present (Doc ID 2872923.1)

Symptoms

 Symptom looks like this:

 

 As it seen above,  -p option was supplied so client should let the user enter a password,  but it didn't,  hence "Access denied".  

 

Changes

 This is a regression in 8.0.29.  Previous versions of client worked as expected.
