Symptoms

Since upgrading to 19c, Spatial users are getting the below errors:

ORA-13276: internal error [SRID xxxxxxx not found.] in coordinate transformation
ORA-06512: at "MDSYS.SDO_CS", line 124
ORA-06512: at "MDSYS.SDO_CS", line 3397

Querying the CS_SRS, the table holding the WKT/SRID/Datum Information, for the SRID specified in the error does not return any row. Example:

Database had been recently upgraded to 19c.
