TOPOLOGY DROP USER TRIGGER IS NOT WORKING (Doc ID 2874001.1)

Symptoms

When there is more than one sdo_topo_feature column,  the query to check the topology layers in the trigger SDO_TOPO_DROP_FTBL is raising an uncaught exception.
This in turn allows the trigger to complete without catching the drop table DDL.
