After Upgrade A Query Is Using Full Table Scan in 19c Over Index Scan That Was Used In 10g (Doc ID 2874015.1)

Migrated from 10g to 19c and after migration a simple count (*) is using full table scan. In 10g the plan used an INDEX scan.

The database was recently upgraded to 19c.
