DST Upgrade Scopes:

1. Normal typical DBMS_DST.UPGRADE_DATABASE.

2. Without upgrading timezone data. Here the future tables will be in new timezone formats.

3. Upgrading DST for each and every object if they are skipped in DBMS_DST.UPGRADE_DATABASE with upgrade_data set to FALSE.

4. The DST data could also be upgraded per schema.
