Starting NETCA fails with "Unexpected Signal : EXCEPTION_ACCESS_VIOLATION"

Net Configuration Assistant - NetCA - Version: 10.1.0.2 to 10.1.0.4
This problem can occur on any platform.

Symptoms

1. After installing the 10G database in the windows XP, you are unable to start NETCA as a domain user.
Unexpected Signal : EXCEPTION_ACCESS_VIOLATION (0xc0000005) occurred at
PC=0x77C43F58
Function=wcsncpy+0x14
Library=C:\WINDOWS\system32\MSVCRT.dll

This also affects dbca. DBCA fails on the "Initialization Screen" when pressing the NEXT button.

2. In addition, this may also be experienced when installing ODAC 10.1.0.4.0 (to install Oracle Data Provider for .Net) or another 10.1 version.
