Symptoms
Slow database startup observe after upgrade Real Application Cluster environment to 19c. Additionally, AWR report indicates top wait with wait events like 'ges inquiry response','enq: US – contention' & 'enq: TX – index contention'. This is observed especially in environments where SGA > 100gb and LMS processes more than 24
