Symptoms

The following SQL is a FBDA one, and taking long time to complete and consuming the database CPU.

Merge into "FBA_USER".SYS_FBA_TCRV_xxx ...

This may cause symptoms like:
- Extra load or TX enqueue contention or deadlock in FBDA/Wxxx or server process
- After making changes to flashback archived table, COMMIT operation may take
longer time if _enable_spacebg = FALSE is used and server process does the archiving.
