WINDOWS : Windows DB BP apply fails complaining about msvcr100.dll / msvcp140.dll / vcruntime140.dll under <OH>\jdk\bin or <OH>\jdk\jre\bin being busy (Doc ID 2876217.1)

Symptoms

Applying 18c Windows BP fails with below error

OPatch version : 12.2.0.1.30
OUI version : 12.2.0.4.0
Log file location : <18c OH>\cfgtoollogs\opatch\opatch2022-05-14_20-17-34PM_1.log

Verifying environment and performing prerequisite checks...
Prerequisite check "CheckActiveFilesAndExecutables" failed.
The details are:

Following active files/executables/libs are used by ORACLE_HOME :<18c OH>
<18c OH>\jdk\jre\bin\vcruntime140.dll

<18c OH>\oui\jlib\srvm.jar
UtilSession failed: Prerequisite check "CheckActiveFilesAndExecutables" failed.
Log file location: <18c OH>\cfgtoollogs\opatch\opatch2022-05-14_20-17-34PM_1.log

OPatch failed with error code = 73

Other files that are reported busy are -

<18c OH>\bin\msvcr120.dll
<18c OH>\jdk\bin\msvcr100.dll
<18c OH>\jdk\jre\bin\msvcr100.dll
<18c OH>\jdk\jre\bin\plugin2\msvcr100.dll
Following active files are used by opatch process :

UtilSession failed: Prerequisite check "CheckActiveFilesAndExecutables" failed.
Log file location: <18c OH>\cfgtoollogs\opatch\opatch\2019-08-27_09-56-03AM_1.log

Trying to find the processes holding these files busy , results in some OS Services -
