Symptoms

DBCA failed to create database for WS/WSS protocol configuration.
DBCA error log during listener selection will show:

Summary - Invalid listener ADDRESS_LIST "(ADDRESS_LIST=(ADDRESS=(PROTOCOL=IPC)(KEY=LISTENER))(ADDRESS=(PROTOCOL=TCP)(HOST=<HOST_NAME>)(PORT=<PORT_NUMBER>))(ADDRESS=(PROTOCOL=WS)
(HOST=<HOST_IP>)(PORT=<PORT_NUMBER>))(ADDRESS=(PROTOCOL=WSS)(HOST=<HOST_IP>)(PORT=<PORT_NUMBER>)))". - Invalid listener ADDRESS "(ADDRESS=(PROTOCOL=WS)(HOST=<HOST_IP>)(PORT=<PORT_NUMBER>))". - Invalid protocol "WS".
