Install 19.3 GI version on RHEL 8.6

As precheck action , user is trying to perform runcluvfy. runcluvfy just hangs.

$ cat /etc/redhat-release
Red Hat Enterprise Linux release 8.6 (Ootpa)

$./runcluvfy.sh stage -pre crsinst -n node1,node2 -verbose

Just hangs and no information shown
