When using CDB/PDBs and there are multiplie pdbs, the objects might get invalid after patching applied.

If there are too many pdbs, it is complicated for customers to run @ORACLE_HOME/rdbms/admin/utlrp.sql in each PDB.

We need to compile the invalid objects in one time in single command.
