ORA-22921 Could be Generated When Calling DBMS_LOB.READ With an xmltype Column Stored as CLOB (Doc ID 2881142.1)

Symptoms

After the Database was migrated from 12c to 19c, when calling the DBMS_LOB.READ procedure with an XMLTYPE stored as CLOB on a 19c Database using a multibyte character set such as AL32UTF8 an "ORA-22921 - length of input buffer is smaller than amount requested" error code may be generated.
